For those of you saying Blizzard lied. Your full of it. Lying always comes with an intent to deceive. I suspect this is an actual bug, aka, something unintentional. Blizzard gains nothing by deceiving you on purpose.

No they didn't. And if you somehow did you are the only one I've heard that did it for. Tons of people opened a ticket and they were not helped, I was one of them.

No it's not, it's bad enough that you can only get 20 plus whatever emissary caches drop per week.

Elements of the patch that depended on the opening of Tomb should only happen post-Tomb. If you have issue with the rate at witch you can upgrade legendaries, take that up with Blizzard.

Anyway, the point is moot. I have made my opinion known, Blizzard has chosen a method they feel is fair. They know what their customers want more then I do.

Is this supposed to be going live today? I logged in on one of my characters and did not have quest, nor did i receive any essences from my weekly cache.

Wouldn't it be funny if it was a random drop rate?

I just did the same thing as last time, went to the blacksmith - picked up the quest, then opened my cache.

I did notice that the legionfall caches and the legionfall prestige did not have any quest items in them, but I did get my BiS Lego in one

I opened my box first and looted a Spoiled Sample. I took that to Dalaran and turned it in and received the quest "Unsettled Power" along with 20 Writhing Essence.

I didn't get any on the two toons I had M+ chests for. Based on this:

Legendary Item Upgrades
Patch 7.2.5 allows players to upgrade their legendary items to item level 970 after Tomb of Sargeras opens by completing another collection quest.

Unsettled Power requires the collection of 50 x Writhing Essence.
You don't need to pick up the quest to start collecting these items.
Stabilized Titan Essence upgrades Legion legendary items from any item level to item level 970.

I assumed no quest was needed. Now it sounds like it is....

It's not supposed to be needed but sounds like a lot of people ran into bugs. It worked fine for me ... I got the essences from my chest before I accepted the quest, but knowing what I know now I wouldn't have taken the risk.

They sure didn't they said they couldn't or wouldn't people were just shit out of luck, same thing with going over the limit before you turn the quest in. It sucks when it happens, but you will max out any legendary items that you use soon enough. For ones you don't they will get upgraded also at some point.

They helped me last time and again this time. Two toons the first time, one today, so three in all. They helped all three times.

I got 20 from the chest without going to Dal first. This was 7 hours ago. If others aren't getting it then it's probably bugged.

In EU the quest was available before the 9am realm time. Got the quest first then opened weekly. Can confirm emissary caches stored gave no drops but if you saved 3 emisarry quests and just completed them after you got essences. Sitting on 39 now - 20 from weekly and 19 from 3 caches.
