It would have had to be a recognizable role character of significant power. Unfortunately, there's few people with such ability. We don't have a lot of famous evil masters of magic still about.
Xavius or Queen Azshara would have been most likely candidates to strike a bargain with the Legion to unleash the invasion. That come to my mind right now, anyway.
Would need to be someone outside of Azeroth's magics. Similar to Gul'dan who's magics were not of Azeroth's. Since Aegwyn's runes were still in effect until Gul'dan removed them. Otherwise they would have had one of their demons do it. So they would need to infulence a mortal to do it. And without Gul'dan in WoD to do so it would need to be a mortal of Azeroth or Outlands.
Personally I would have them relocate the skull of Gul'dan, ressurect his body within the Tomb and have our Gul'dan to do this. And have the Necromancer revive him be Kel'thuzad, his return, and his return to obeying the Legion as he was without a proper Lich King. Bim bam boom you've got yourself an Undead Gul'dan, a Kel'thuzad back in action, and a menacing threat on our hands.
Kil'jeaden wouldve found a patsy to trick into opening it for him
Queen Azshara is arguably even more powerful than Gul'dan (she's immortal, unlike Gul'daddy) and has more than enough magic power at her disposal to open all the portals.

They could have probably easily used the whole timey-wimey thing from Karazhan to have some echo of Medivh do it if they really had to.
Wrathion, but not maliciously, more of him overestimating our strength again and fucking up.
Azshara and Xavius are clearly not Legion affiliated anymore, so neither of them make any sense.
Xavius, under the order of N'Zoth, with Malfurion taking the role of Khadgar as he tries to chase down his arch-rival.
Old God has used Legion invasion before to weaken their prison, so it's not completely out of the blue for them try it again.

-dadgar takes up the power of medivh and it corrupts him
-the legion attacked with their spaceships and then opened the tomb themselves
-cordana felsong was set up more to be a bigger villain
-illidan did it to force the hand of fate
-archimonde did it as he died with some plot device
-the tomb awoke on it's own, externally or as a side effect from the time traveling
-a trifling gnome (e.g. millhouse manastorm) did it.

Tomb of Sargeras can't be opened by someone from Azeroth or a Demon, that's why Gul'dan was the perfect tool. To launch an invasion of this scale, they couldn't have used any other portal. There would be no Legion expansion without WoD.
