That suggests they don't need to find evidence (i.e. they already have everything they need), but rather assemble it into a case.

Ummm... no, it does lead to something VERY openly illegal. He agreed to meet them under the idea he was getting information from Russia about Hillary to use against her in support of Trump - and arrived to said appointment for said information. That right there is INTENT - and intent is, in fact, a crime. And the crime here is blatanly Treason.

If somebody contacts you and says "I can murder your wife for you and make it look like an accident, wanna talk?" and you say "I would love that! where do you want to meet?" and then proceed to said appointment. You CAN be arrested and prosecuted right after that visit simply for intent on planning to commit a homicide. Basically the same idea - different crime.
