A vanity licence plate is not a right, therefore Canada can regulate them as they wish.
As for the two first people's they have no right whatsoever to not have that licence plate on that car.
The relevant authority may decide whatever it want's in this particular instance.

I'm on his side. He has every right to put what he wants on his plates, except maybe hate speech since plates are made by the government (at least in the US they are.) And "ASIMIL8" is vague enough that I don't think it can count as "hate speech," especially since it's an obvious reference to Star Trek.

Now if it said "NAZI," then we'd have a problem. However, only because a license plate is a government product. If it was a bumper sticker, he can have it on his car all he wants. He'd be a douchebag, but it's his car, his bumper sticker.
