i have been reading the threads and have been saying from the minute the change was posted that it was a nerf, not 30 stack as you say, the the old execute takes over before that

Do you have a reason for that conjecture? The math is pretty straightforward, and neither Execute nor Juggernaut influence any other source of damage, resource generation, or priority.

As stated, the change is both a buff and a nerf depending on time(stacks). 5m averages 27-30 stacks, 1.6m ~10-15, and 10m ~55-60.
