Overuse, I would say. He appeared at the end of WoD as a boss, and no doubt it would be viewed dimly to see him yet again as a boss in Antorus. I'm expecting him to pop up at some future point as part of a quest or something in the events after Mac'Aree as part of 7.3.x or such.

The Legion is scattered all over the multiverse you cant expect to run into everyone.
Have we even seen Mags since BC? If not it's possible that since hellfire was the central point of the orcish invasion and it was full of demonic magic that the similar thing with archimonde happened where because of the fel permeating the environment that they died for good.

If hellfires environment killed magtheridon. How did shadowmoon valley not kill illidan?
I fully expected varimathras and what they did with him exceeded all expectations.
Im glad they used ticondrius AND finally used and gave some spotlight to mephistroth.
MiA figures though however are Magtheridon and Mal'Ganis,
I suppose Kazzak, Anetheron, Azgalor and Mannoroth missing means Hellfire was fel daturated enough to destroy them or they arent reformed yet. Which means theybare fucked anyhow once Argus is removed

HFP wouldn't have killed Magtheridon permanently since Aggonar (whose corpse was present in HFP) is alive and well on Argus in the fel pits of Krokuun.
It's possible both Magtheridon and Mannoroth haven't reappeared since they both failed rather spectacularly - Mannoroth multiple times and Magtheridon was even successfully taken prisoner and used by Illidan as a weapon against the Legion. Both might be within Antorus being punished by Sargeras' minions for said failures.

The rules are different for demon hunters. Hellfire is more damaged magically than shadowmoon was. His physical body was retained and someone literally went out of their way to capture his soul and ressurect him as opposed to him just having to be reborn in the nether like a demon...
Take your pick, or make up your own. Honestly, rules-lawyering in fantasy narratives is pointless. A plausible exception exists for anything the writers want to do.
Plus I don't think Mag is perma-dead. The story would get stale if they either kept using or went out of their way to canonically explain the final death of every demon we've killed in 15 years, and there's no hard rule in the lore that it takes x amount of time for a demon to reborn. Some might literally re-manifest in days, others might take centuries without someone pushing it along for all we know.

I think blizz knows bringing back old bosses even with that oh he didnt die in the never crap gets real old real fast
He will be revolver ocelot, to malchazars kazuhira miller and jaraxxus big boss. They will lead diamond demons, aka remnants of burning legion.
The Legion has to be a massive BDSM club at this point, first they get their fun on some Mortal world, then at their giant club house they get more intimate fun.
I mean the Twisting Nether could always spawn new demons.
