What character development? Lor'themar, liadrin hell even Halduron have more character in one short story than vereesa had in the what, three books she shows up in? And in one of those her literal purpose is to be a baby factory for Rhonin. Being a plot maguffin for blood elf Vs alliance conflict isn't character development. The ONLY development Vereesa has had is that Rhonin died. She's just as shallow and stupid as the day Knaack created her for Rhonin.

Exposure =/= Development. Vereesa's "development" has been a constant trainwreck of inconsistency and plain bad writing from the moment the character came to be. The very concept behind its creation is dull and uninspired.

She created the Silver Covenant so that the High elves can be a force to be reckoned with. She helped to defend Theramore. She travelled to Orgrimmar alonside Varian and Jaina to bring Garrosh to justice. She helped Vol'Jin and Halduron to save Quel'Thalas from the Amani threat. She helped one of the 7 human kingdoms to get ride of the Horde presence and was successful in doing it. She later was found in Suramar helping to defeat Elisande.
She came to Niscara to save her sister and later to Argus to defeat the Legion once and for all.
She isn't simply a windrunner sister. She has done more than 90% of the faction leaders from the Horde and the Alliance.

Haulduron held rank right under Lorthemar before and during the war, as well as fighting with Lorthemar in the ruin's of quel'thalas against the scourge and Dark'khan along with the trolls who took advantage of their weakness. He has more experience and qualification than Vereesa in his boot.

This is part of the broader problem: so long as the Forsaken depend upon defiling Human remains to procreate (a big no-no when it comes to the Light/etc), there won't be peace in the Warcraft universe.
Except the decision to commit a genocide against the Elves came from Arthas and Arthas alone. All because of Sylvanas' persistent defense. And before you move the goalposts to how he was the leader of Lordaeron and how it's somehow relevant to Blood Elves being allied with Forsaken, the Forsaken waged a civil war against him. In regards to the overall Forsaken point, it's also as if they were mind-controlled slaves of the Lich King at Arthas' beck and call at the time.
Speaking of the Lich King, he wasn't even an Orc anymore. Ner'zhul also never played a significant role in the Old Horde. Which, as the name implies, isn't the New Horde the Blood Elves allied with. At the time of Quel'thalas' destruction the Lich King was also still a pawn of the Legion, unlike the freed Orcs Blood Elves joined forces with. Finally, the Forsaken were unaffiliated with Garithos' forces at the time and they were kinda undead as well. So, in conclusion, as Anaxie said, this was mental gymnastics galore.
