Yes. It's the current end game content. It takes like an hour and that's if you read all quests and watch/listen to the RP.

Honestly I'm waiting for week 3 to roll around and finish on my main. They said in the Q&A that "most world quests" will be account unlock right after they listed the netherlight crucible etc. So I'm holding out hope that once you finish the quest line in its entirety on one toon, that it'll open up everything else on alts.
Yes, it's really a nightmare.
The most funny thing is that they already thought of alts and made the "flight" points on argus account wide. But that's utterly pointless, because there's nothing to do there unless you unlocked the WQs (and invasion points which are practically the new worldbosses), and even for questing through it's pointless since the breadcrumb quests lead you there anyway. Like some evil genie wish come true.
No idea why they didn't just make it like in Suramar where you could unlock additional or better reward WQs by questing but there's always enough base quests.
Or you just would not get an emissary there unless you unlocked the area.
Blizzard lied, like they always do to milk your subs.
