I recall this happening and it seeming to happen for a specific reason that I have now forgotten. As a flag of something being titanforged/legendary/significant, maybe?

Maybe instead of buckles they are supposed to represent reins. Same sort of thing.

That's just special pet/mount toast texture, it's been in game since 7.2 (since March, yeah), but they haven't used it because back-end wasn't ready yet.
