People quoting levels as some indication of power in lore
I'd go with Genn on this one on account of any badassery is an informed attribute of Edwin. We never see him do much really and he had a fairly simple boss fight in which the only memorable mechanic was summoning adds, not doing him any favors in a 1 on 1 fight. Genn we've actually seen him do things not just talk about him being a good fighter in retrospect.

This. Anything we've heard of from Vancleef that I can think of is 'telling not showing' in terms of what he can do. I can't think of anything he's been shown to do showing he's an actual badass, where as Genn has gotten to do stuff in game besides be a simple boss fight built around summoning adds.
The guy who only had bunch of angry stonemasons at the start become leader of one of the most powerful outlaw group that held in fear all of westfall and threaten to destroy the Stormwind itself? Yea he did pretty much nothing...
And the old man who's actions and isolated politics lead to destruction of his homeland.
Not saying Genn is loser but you see their potential yourself.
