There is more to this story, I have been to the Emirates before both Dubai and Abu Dhabi and everyone is extremely friendly and polite. If any of you faux-outraged xenophobes read the actual news story from a legitimate source then you would no doubt be aware that the person he sexually harassed is pressing charges which is why the Scottish man was arrested in the first place. This happens in the US and Western europe all the time, go and ask a police officer about how many people give them calls or 'anonymous tips' about supposed harassment.

To purchase/consume alcohol in the uae you are legally obliged to hold an alcohol licence. To apply for an alcohol licence you must first hold a residents visa. Short term stays in the uae are covered by a visitors visa and legally visitors to the uae cannot purchase or consume alcohol, but as the article states this law is only ever implemented if there are other criminal charges involved.
