So yeah, basically they were an extreme reaction to the rise of communism in their countries. You first need a communist menance, which will make people scared of losing poperties, freedom of speech, freedom even of eating whatever you want, whenever you want and basically become a disposable property of the government. Only then fascism will rise as instinctive response to this fear.
