You can figure it out by just looking at allied races. Looks like Alliance will get factions from Argus and Horde our allies from Broken Isles (at least Highmountain and Suramar).
They really should introduce these 4 (or at least 2) subraces in 7.3.5. I don't think many will bother to level another char before subraces (I won't) and content drought is perfect time for this.
I think this may be their plan - in Legion content drought we will be encouraged to explore old world from live again, in BfA content drought they probably release Vanilla servers to fill our time.

You know, if Zul and Azshara are Tier 1 of BfA, and we assume N'Zoth is the final tier. Than it's a big question about what the mid-tier will be about. My only guess for now, is we'll see the formation of the Infinite Dragonflight, as foreshadowed by the Chromie scenario. I mean, we've seen their middle and end, out of order. We'll need to see their beginning at some point...
I would love if middle tier is side silly story this time. Something like new zone on Plunder Isle and pirate raid.
For last raid I don't really want N'zoth, but rather massive battle in some titan facility (maybe N'zoth prison) between Horde and Alliance with our raid team + Magni in the middle. By this time we would figure out that Azeroth is close to destruction and oppose both sides. And for final boss Greymane/Anduin and Sylvanas "council" fight when they both try to get our amulet infused with Azurite. In the end we would defeat them, use Heart to heal Azeroth, but - surprise! - it will instead corrupt Azeroth or release N'zoth (king of diamons has been made a pawn).
Introducing sub races right now doesn't make sense, at least the ones that were just announced. The only ones that would really make sense right now would be Highmountain Tauren, Nightborne, and maybe Lightforged Draenei. Void Elves wouldn't make sense right now because Alleria isn't "training" them yet, and Zandalari/Dark Iron is pretty obvious. There's also the fact that the description of these allied races talk about post-Argus things, which is where will still be in 7.3.5.
