I think the point, like most things done by the CAH crew, is just to do something dumb for laughs just because they can.

Realistically, they know it won't actually stop the wall. Even their eminent domain lawyers will get overruled eventually. But they will make it take time, and they will make it annoying, and that's at least as entertaining as watching people donate money to dig a pointless hole.

Former government attorney here who did happen to work on eminent domain cases. It's not as simple as you say. See, the part where things get tied up in courts is not the legality of the condemnation--that's usually fine. But the actual valuation of the property is where the time comes in, because that can be litigated for *years*. Only once the price gets determined in court (if someone challenging the price offered by the government) can the acquisition go through. So yes, the Cards Against Humanity strategy is real. I've been there, on the other side.

This game is quite literally just filled with a certain type of "offensive" content which is really just inoffensive stuff the hipsters who made it think is naughty and playful. You can’t fight eminent domain, but you can profit off eminent domain. The typical way is by building commercial or rental units in areas that you anticipate that the government plans to take over for their projects. Unlike the good old days, the government is now required to pay just compensation. Which includes loss income on top of the value of the properties & improvements. So rental properties are usually the best way to maximize your return. Also, if the project does not come through, you still have your rental income.

Logic and reason are not really factors that work for or against the wall. If you want to reduce the number of illegal crossings then a wall will accomplish that to varying degrees depending on how it's built. If reducing the number of illegal crossings is not desirable, then the wall would be pointless. It all depends on the person's priorities.
