Did the same thing on my lock.

Only 8 mil of it was "vulnerability damage" which is what causes them to be so easy now. So, no, it was not intended. You didn't hit for 10 million on your own+ 8 million from the old boss nerf. She's probably just bugged out.

Bugs happen, I remember back in Wrath doing Naxxramas on my DK for progression and had my Death Coil hit Instructor Razuvious for ~20% of his health twice.
