Before you ask: Yes, I reported this already.
So if you target a low level commoner in a city, and put beacon of light on another target (a player for example), you can put out STUPIDLY HIGH numbers on healing.
I guess this would only come in hand if someone was attacking your city.
That was just a flash of light!
I had heals as high as 188k while using Avenging Wrath.

Isn't that because it's a lower level NPC, just like how damage is scaled up against lower levels?

Yeah I was wondering whether or not someone could place a pet or there might be a level 1 npc in a raid or something you could heal off of
