Leveling in bastion of twilight?

Recently people have been finding monsters to farm experience to boost characters from level 1 to 70 in an hour and blizz has been quickly hotfixing them, but I think I've found another exploit.

I was bored and soloing old raids for achievements, it's 5:50 am here and I noticed a lot of people flying in and out of bastion of twilight, I saw some low level characters entering the raid.

I can't verify, but only assuming from that they must be getting boosts via that raid, can anyone confirm?

Tried it to see and I don't know if there is something specific at the end you have to kill or what.

I don't think you can even enter that raid before 85.

Did a /who (z-"Bastion") and only saw level 90s there.

I saw a level 41 warrior enter the raid

Also I did a /who bastion and 5 hunters have been in there for hours, entering and leaving every 5 minutes, they have names like rindee,rinduu,rindwu,qrqertetw,qtqeyeywy. level 87,87,87,90,90

I think they're bots, they do not respond to my whispers and they all have low gear.
Surely there are other more lucrative spots for gold farmers?
