Guardian Druid and PvP tank debuff

Just curious, I remember Blizzard talking about a debuff to make tanks take more damage in PvP.

Does it apply to Guardian Druids all the time, or only when in bear form?

For clarity I play on a PvP realm. I'm wondering if other players are doing increased damage on me when I am mounted, in humanoid form and in cat form. Or whether it's only active when I'm in bear form?

I believe that's only instanced pvp. could be wrong though
