[balance change]Rain of fire Damage reducion

is 60% not too much of an reducion im only getting 900's damage on mobs.
also not burning embers so 8 secs for every sec 900 dmg is only 7200
witch means if im not using it i only have to cast 1 extra confglate/incinerate.

before nerf it did 1500 so that would be 3 conflate/incinerate.

is the nerf not too hard?
