    Single target, is Earthquake an dps increase, if not, will it ever be with higher gear?

    No and probably not.
    If it ends up to be a dps increase in single target fights, Blizz will change that, they don't like that kind of mechanics.

    Nope, though personally I think it will be in the tier after Blackrock Foundary.
