Custom icon progress Weak Aura

I wish to create an icon progress aura that displays player's aura's progress in a way that it 'goes around' the icon.
Not sure how to describe it in a more precise way, but what I'm looking after is visible throughout this video in the very middle of screen (spriest's Insanity in this case) :
WA default settings only seem to allow regular progress bar, only letting me to choose progress direction to left or right/bottom or top. Is this some custom code involved here?

I'm not sure how he is doing it, but if you edited one of the game's icons (a super obscure one) to be just a transparent .blp file, you could make WeakAuras do it by having an icon and set it to be not automatic (i.e. you tell it what icon, and choose the transparent one). And of course check the "cooldown" box to get the dark cooldown sweep animation.
