Flex group loot calculation - do locked people count?

Let's say 29 clear a raid on heroic. then an unlocked char makes a new heroic raid, invites those 29 and they reclear the whole thing. is it going to be 2 items per boss or 6? Anyone ever tested that?

they wont count for loot. only 2 pieces will drop.

It will calculate loot as if those people weren't there. Fairly certain it would only be a 20% chance for a single item to drop.

The loot calculation is 20% chance to drop per 'unlocked' person. Some examples are:
1 unlocked person and 29 locked ppl = 20% chance to drop 1 piece of gear
    12 unlocked and 10 locked = 240% (2 guarenteed drops and 40% chance to get a 3rd)

and ofc the people who are locked are ineligable for loot now

Yesterday we had a normal raid with 30 players.

At first we used personal Loot. But after we killed Brackenspore nobody gets any loot!? Is this a bug? How many players do get Loot with personal loot?
Then we switched to Need before greed and Tectus dropped 7 Items for 30 players.
So the 20% chance per player seems not to be correct. How is the seventh drop calculated?

Personal loot is the 1/8 chance to get an item you have in LFR. The chance for nobody getting loot on the kill is "working as intended".

It is indeed 20% per person. If you have a full raid of 30 you get a bonus 7th item.

unbelievable. So the difference between "personal loot" an "Need before greed" is, that i can decide between the chance of 0 items and 7 guarenteed items?
    wtf

has anyone an official post for dropchances?

But with the chance for 0 items also comes the chance for 30 items, and everything in between.
