I've never had one of these missions on my main, had them multiple times on all my alts. No idea how they work, I think Blizzard has it give them mostly to characters that never step inside raids.

seems random cos i use to get it on main every week at the same time without fail. But now i dont see them. I did stop doing invasion and apexis daily though
