Ask my neighbors if I could use their WiFi for a few hours - this actually worked out last year when my ISP went down.

Tell yourself that it means no raid tonight and go out. I do that whenever it's down
It's not about you missing the raid, it's about letting your guild know that you are going to miss it.
They're (short for They are) describes a group of people. "They're/They are a nice bunch of guys." Their indicates that something belongs/is related to a group of people. "Their car was all out of fuel." There refers to a location. "Let's set up camp over there." There is also no such thing as "could/should OF". The correct way is: Could/should'VE, or could/should HAVE.

Not everyone can tether, but I think anyone can install an app.

If you don't have a phone, then I don't know what to say. The internet is our way to the outside world. Everyone should have a backup plan.
If i have understood it right windows phones cannot tether for some stupid reason. Glad that i'm part of the glorious android master race.
