Not everyone can tether, but I think anyone can install an app.

If you don't have a phone, then I don't know what to say. The internet is our way to the outside world. Everyone should have a backup plan.

If i have understood it right windows phones cannot tether for some stupid reason. Glad that i'm part of the glorious android master race.
