leveling battle pets - first time

This won't work. In order to obtain the stone, you need to first unlock the menagerie which requires completing the pets vs pests quest, which requires level 25 pets. Not doable with a level 9 cat. You could maybe get away with a level ~20 pandaren water spirit + chrominius, but that's it.

Not true just a level three garrison to do the dailies from your pet menagerie you have to do that quest to open your menagerie.

P.s
Use the stone on the molten corgi and one can solo those quest pets to open the menagerie.
