The only thing I've noticed buggy with the ring (and it may be ElvUI) is the timer on the buff showing which doesn't really matter anyways because of WA.

Yep, happened to me more than once.. As far as I could see, every time it happened it wasn't me who activated it.

Maybe you have the wrong ring equipt. Like the strength ring instead of agility.
