The effort that Blizzard put in doesn't matter; what matters is the product they deliver. If they expend a lot of effort producing crap, they have still produced crap.

This was the fundamental issue with Garrisons, they went too far down the rabbit hole and couldn't come back so instead just threw more and more at it to try to force it to stick through "participation numbers" and call it a "success" from there.

It absolutely matters when people are blaming raid content for the state of non-raid content. It absolutely matters when people claim they put all their focus on raids, even though they by far spent less time and resources on raid content vs non-raid content.

It's ludicrous to claim that doesn't matter.
