Both elves cant leave. Doesn't show it ingame but 90% of the elven population is undead add in the whole kingdom of Lordaeron they are being attacked non-stop. The only reason they even took back silvermoon was because Sylvanas put forth the troops to assist them in taking back the city.

As far as the night elves it wouldn't be in their best interest to leave either considering the horde have close to 100% lockdown on kalimdor these days.
