Shadowstep Bug?

I've recently noticed that you can no longer shadowstep to allies that are higher alititude than yourself. Example in everbloom when they are above you on the ledge. Is this comfimed bug or intended. If it is intended why would they do that to us?

I also noticed this, and all I found when I was searching around about it, was this link on another mmo-champ post. But I don't know if there's a clarification post somewhere by a blue or if anyone even have asked about it. I'm kind of curious too.

yeah whatever they did to it it's about as helpful as the old heroic leap now. slight elevation and you can forget about it.. i'm guessing it doesn't work like a teleport anymore an more like a leap.
