Weak Aura Custom Event (Currencies)

I have no idea how to go about making a trigger like this, or if it's even possible:

I want a weak aura to trigger based on a counter of my current amount of "Seal of Broken Fate". That's about it. I just want an "out of combat" weak aura that'll load if I enter emerald nightmare with less than 3 seals.

It does appear to be a little bit buggy and not sure why, Possibly the earnThisWeek has been changed.
