Is Greater Judgment underrated?

It seems to do amazing cleave on 3+ targets, and I don't really take that big of a hit on ST on fights that have periods where the boss is above 50%

Zeal on the other hand has always seemed lack luster to me

And my mastery is pretty damn low too, at around 28%

My own personal view is that GJ is good for actual AoE.
Zeal is for when you want to mix AoE and single target.
And TFoJ is for single target.

Now, whether or not that actually holds up is a different thing, since it seems Zeal is a hotly debated issue as of late.
