How is the crit calculated? Is it based off base crit or is it based off the total amount of crit you have from all sources. Basically I'm trying to figure out if I will get more crit% from belf or from panda double food buff.

It's a flat 1% chance, it has nothing to do with your crit raiting off gear. If you gear gives you 30% crit, the Belf racial will give you 31%. The extra 375 Crit rating from the Panda racial likely falls short of 1%.

It's just a flat 1%, equivalent to 350 crit rating.
