Alchemy Quest in Booty Bay

Hey guys

I must be missing something, help me to figure out pls.

I'm doing Calibration Experts quest which requires me to speak to Tryks Pourtrue.
This guy is not spawned when BB is under attack. Which is happening for me.

Strange part is that I was not doing that stupid achi, my rep is actually pretty close to revered.

What to do here ?

I guess you'll have to complete the quest chain that stops the attack from happening? You liberate Booty Bay as part of the quest chain in STV iirc so if you haven't completed that, you may need to.

Try tracking low level quests and seeing if there is anything for you to do there that might put you back in the normal phase.
