It says "Your first strike of fists of fury..."
It does not say "The first time your fists of fury hit a target it will stun it".
That means that only the first strike stuns, all others shouldn't stun, even if the third strike of FoF is the first one to hit a target.
That's at least what the wording says.
Blizzard never bothers listing tooltip changes on patch notes.
If FoF stun is mentionned in the patch notes, the only explanation is that they intended to change its mechanics.
Given how Blizzard's first iteration on 7.1 PTR was to completely remove FoF stun, it's reasonable to assume they wanted to nerf it to the very first tick of FoF, not the first tick per target.
They finally fixed it today:
(Windwalker) Heavy-Handed Strikes now causes Fists of Fury to only stun when cast (was with each tick of Fists of Fury).

Eh recent hotfixes proved people were right about the intended behavior according to patch notes.
Only FotM players would believe FoF would be left as-is.

we didnt discuss the freaking tooltip. we discussed why did they say "first tick" in patch notes but still didnt change shit in actual game. now they finally implemented the patch note into the game.

working as intended LOLIt works exactly as the tooltip states it does. It stuns any player hit the first time it hits them. After that it still slows them.
People actually trinket the fists stun now since they can then snarebreak and run out (or simply interrupt the cast which I hope people don't learn about ). Before they would be restunned again after trinketing this isn't happening anymore.
New players still get stunned once if you move around while channeling though which is great. I think they only changed it in the first place since it was an untrinketable CC which shouldn't happen in the game.
"Your first strike of Fists of Fury knocks targets to the ground." If you spin around and hit a new player after 1 second that's the first strike that hits that player. Working as intended.
