Looks like it may have been changed. Here's a screenshot I took in Beta before Consumption went from 200% to 100% damage as healing (level 102):

This is very true to an extent. If you struggle to stay alive, then you're not performing your first and most important job as a tank. Once you have survival under control - or as "under control" as it can be relative to the content (no one's laughing their way through Mythic 19's), there isn't really a reward for piling on more survivability at the expense of damage output.
What are you going to be, double alive?

The thing is, regarding damage versus survivability, being more durable is MOSTLY tied to your skill at your class once you have a basic amount of gear. Someone who's perfectly itemized as a DK or whatever other tank will still be squishy if they're wasting CDs and dumping RP for damage during low-danger phases (like when adds are stunned).

If you are very skilled at playing Blood, and you're not wasting uptime on cooldowns, not capping resources, and not finding yourself resource-starved during periods of high damage, then any excess survival stats are redundant unless your healers are hot garbage.

Since haste is our best def and off stat the difference between pushing dps and pushing survivalbility isnt that huge. As mentioned before there are only few plate items with haste/vers so you will end up with haste/crit anyway. Back in WoD Multistrike vs Mastery was a real decision.

The mentality for blood right now is Haste > everything else, If your current piece is haste + crit, but another one has more haste but is not haste/vers you go that item, sadly outside of haste, no other stat matters as much, crit is better for damage than survivability, mastery scales horribly, and vers is hard to get.
