Intimidating Roar on PTR

So after trying out the new Intimidating Roar on PTR I am disappointed to find it now breaks on damage.

It does make mobs "cower" in fear like they promised it would but in essence it now works exactly like its untalented version.

Are other people experiencing the same on PTR or have I found something unique to me?

Posted the issue on PTR bugs forum but had 0 replies.

I can confirm this, but this just has to be a bug, otherwise the entire talent would be pointless.
