So anybody know what happened with the class set upgrade tokens? I thought we were supposed to get them early on in the broken shore, but I haven't been able to find any information. As far as I can tell, they were on PTR but never made it live.

It's still there, the actual ones. I haven't heard of further upgrade tokens than the three.

I haven't seen them either. They're supposed to be WQ rewards, but not available on the broken shore. Maybe legion invasions in other zones will reward them next week.
