Yes it can. I got it from Normal or Heroic, not sure.

Got the LFR from LFR, the normal from.. well the quest, and the heroic one from heroic.

Ive seen a guildy or two get the LFR ensemble from a normal or heroic boss kill, can't recall what difficulty though. LFR color is definitely the best looking tint!
