Mining - Stuck after getting rank 1's

So I've handed in the 3 quest items to get rank 1 from Mama Diggs in Dalaran, supposedly she's now supposed to give me a quest called "The Highmountain Tauren" but shes not offering any quest, not even a grey ! which would usually suggest that I need to do something else to unlock the quest.
Any help much appreciated.

I still have not got rank 2 Infernal Brimstone.

This was supposed to be in 7.2 but I am calling a big fat BS on it.

It should now be significantly easier to start the quest to learn 2-star and 3-star Infernal Brimstone mining.

Mutliple characters with mining and seen it on ANY of them, got over 2,000 brimstone
