Please help me identify these addon pieces

[Televators]

1. The cooldown bar timer (Zeal) is part of Elvui, but no setting I've ever found removes/modifies these bars.

2. The enemy cooldown bar (Mind Freeze) is separate from Elvui, I believe, but I cannot seem to find anything matching it in my addon folder.

They both look like WeakAuras to me.

Zeal is an "Aura Bar", found under the player/target settings. Mind Freeze is probably a DBM plugin, DBM Interrupts or Spell Timers.

Mind Freeze is a WA for sure. Looks like the default font for progress bars.

I've got one similar thats an interrupt tracker for dungeons, where it shows everyones cooldown on their interrupts if they've been used. You should be able to find something like it on wago.io
