Entire questline is still available, however, it's kinda PITA to do, because pretty much no one raids in EN anymore, at least during the time when I can play WoW.

Kalec will show up at your class hall after you complete your class campaign. You have to have done the blue dragons' questline in Azsuna to progress, though.

Blizzard done a good job this time around, people still raid EN daily on EU, chance for legendary, AP farm and trinkets that can TF are still pretty strong for some people. all content is still useful
