I just ran an AMR sim and under the buffs section it reports the 2pc T19 bonus -- which I am not wearing.

i currently do not use the 4pc in st. i'm using 2pc t20 and 2pc t19. I find the 10% damage to ss is better in st. i have higher ilvl pieces with better secondaries that give me about a 10-15k dps increase. I mean its not a lot and if you dont have anything else you're not losing much as the 4pc for st isn't bad.
