You're not Expertise capped either, needs to be fixed!
Get rid of those 20Str/20Mastery gems. If you ever need to use Orange gems use the 20Str/20Crit one.

Why in gods name do you have 3/3 in Toughness? Either go 2/2 B&T 1/3 Incite OR 3/3 Incite depending on what you prefer. I prefer the first alternative by far.

Get Strength on bracers intead of crit.
Get Lavawalker on Boots instead of hit.

Fair point on the talent points, I'm never sure where to put those last few points. My gemming and reforging I use Rawr to determine. My expertise probably needs looking at, my hit rating is only 0.01% off though and it's very rare for me to see an attack miss.

Then you should stop using Rawr and get your stat weights from Simulations and then put them into, for example, WoW-Reforge.com
For your gemming, an easy and simplified rule'd be to not ever go for the socket bonus unless it gives at least 20Str. Orange gems will then be 20Str/20Crit and Purple gems 20Str/20Hit.

And about the reforging, I'm not telling you to reforge one piece of gear to get that last 0.01%, I'm telling you that you should redo your whole reforging to optimize so that you get exactly or close to 8.00%

You too need to fix your reforging, cap your hit and expertise. Use simulationcraft to optimize your reforging, you could get quite a lot more crit instead of mastery there.
And wtf at you reforging INTO haste? O_O

Get rid of that blue gem in your belt and get a 40Str one. 10Str Socket bonus isn't worth it.

Also, how come you only have 1 point in Tactical Mastery? If you're trying to Stance Dance then 1 point isn't enough, get 2. If you're not trying to stance dance, why put any point in it at all? Just put it in Blitz.

Hit is fine, but try and drop like ~20expertise rating so you're closer to the exact of 781 if my mind doesn't escape me. Anything above that is wasted, and you're at 802.
Get rid of the blue gems in your Shoulders and Belt and stick 40Str in them. Same goes for your gloves, put 40str instead of 20Str/20Crit there. As a simple rule, don't take the socket bonus unless it's 20str+.
Get rid of that Mastery enchant on your boots and get Lavawalker instead. Run speed increase have been proven to be a better DPS increase than anything else countless of times.

About your specc, if you want B&T then take 1 point from Incite and 1 point from Rude Interruption and put them in Executioner instead, you don't want to skip it.

And as always, try and get your personal stat weights from Simcraft and put them into, for example, WoW-Reforge.com for optimal reforging. Don't use those shitty pre-done stat weights or those terribad reforging addons.

Stay with the crappy skullstealer axe. Stats generally plays very little role. What matters is the top end damage (not to be confused with DPS and weapon speed).
The actual stats only matter if the top end damage is pretty much identical.

About the trinkets, stay with the Apparatus. I think the trinket rankings for Arms were something like

Heroic Vessel > Heroic Appa > Normal Vessel > Heroic HoR > Normal Appa > Normal HoR

359 ashkandi vs this crappy skullstealer axe?

13% more weapon damage will always beat slower weapon speed and better itemisation plus don't forget about the higher strength (+67), even on a human (+3 exp).

You can pop both FoA and AoK with DC every time but it's easier to stack FoA. If you need the hit LtS is an awesome trinket if not it's mediocre at best because it's not providing any burst for your cooldown phases.
