I just got a heroic specimen slicer axe too, but Gurthalak is just too good. We're a 25 man guild, 4/8 hm.
I know the helm and belt stats are 100% garbage, but I gained 111 strength from heroic uncrushable belt and another 121 strength going from alysrazor helm + heroic t12 shoulders to heroic t12 helm + heroic t13 shoulders; the strength gain vastly surpasses the loss of crit and bad haste stats gained.

You're not hitcapped and you should spec for Tactical Mastery for stance dancing. Apart from that it looks pretty decent.

everyone knocks the heroic specimen slicer axe but IMO the mastery makes it bis for arms right now over normal Gurthalak for the Opp strikes on single target fights not to mention the better weapon damage.

And higher top end damage. the damage is smoother as well, so good for eyes on hzon'ozz and other fights where rng can destroy you.

Woot spot on hit cap, kudos to you for fixing that! Got both the T12 and T13 2-set bonuses, not entirely sure if the added stats and T13 2-set bonus makes up for the loss of 4-set, but most likely it do. Can't really find anything wrong with you, everything seems perfect to me!

Max Rebo and Maerran you are both ignoring socket bonusses. You should get some 20 str 20 hit in your blue sockets to pick up the + 10/+20 strength from those items. Also Maerran you are over hitcapped, run your char through a reforge website to get your hit cap spot on.

I did notice the blue socket in my shoulders and belt, so I decided to run both options through Simulationcraft. The results didn't make sense at first, so I looked at the gains/losses in stat ratings.

If I place a str/hit gem in both of my blue sockets, reforge accordingly (with wowreforge.com), plug it into Rawr to recalculate the other stats, and then import the Rawr XML file to SimC, I end up with +0.22% crit (39 rating), +0.08 expertise over cap (vs. 0.04 exp over cap), and -11 str (-26 AP) compared to my current setup. The results show 47 dps increase (50k iterations).

Stat weights show str = 2.4642 and crit = 1.6933.
Str is worth about 1.5x crit for me, so that would mean that a gain of 39 crit rating is marginally better than 11 str.

Does that sound correct?

There isn't a huge difference, but I'll probably match those blue sockets.

EDIT: I also noticed from other topics that it might be a good idea to have both a single-target and aoe spec for arms -- one with 3/3 Incite and another with 1/3 Incite + 2/2 B&T. This option has become feasible since I've just begun raiding with this character and I typically don't tank.
