Actually the Heroic Domo neck is BIS. The trade off is;

+45 int
-40 haste
133 mastery for 141 hit

Considering Int is our primary stat, with the T13 2piece haste isnt as important, and Hit shouldnt be an issue with the higher Ilvls and more stats on gear.
