First build is with an SSD, I would personally get and SSD but mainly because I ahve one, love it and would never go back

- Where do you live and in what currency is the budget? Dollar? Euro? Pounds? NOK?
- What PSU is that? A bad PSU is an absolute no-no for an experienced builder. If the one you have is crap, better pick up a new one.
- What will you use your computer for? You mentioned WoW, but anything else? Any other games?
- Do you need a monitor? If you already have one, what resolution do you play at? 1920x1080? 1024x768?
- Do you need a Windows license? Speakers? Keyboard and mouse? Any other peripherals?
- What case is that? We need specific specifications, not just "mid-ATX".

No, I don't have a monitor, I forgot to mention that. I was looking at an ACER 1600x900.- Do you need a monitor? If you already have one, what resolution do you play at? 1920x1080? 1024x768?

To compensate for the $80-100 keyboard and the $50 speakers, it'd probably be beneficial to tone down the GPU since I don't play other games. Can't post links so I imagine googling the products would bring up a newegg link.
Skip the SSD and Windows 7 in the first build and you can easily fit in a nice monitor and leftover for keyboard and such.

You could get a more powerful GPU if you wish, but for only WoW there would be little gain. A 560 Ti or a 6950 would be to recommend if you plan to play future and more heavy games:

What would be a good NVIDIA equivalent for the 6870, a GTX460?
Performance in WoW wise there's not much in it from my experience. Went from an ati 5850 to an nvidia GTX 480 (so around 20% increase in power) and SW feels kinda "choppy" where it wasn't before (1900x1200, everything maxed). I find myself bugged by a few graphics bits I didn't notice previously. Happy enough, don't get me wrong but just debunking the above a little.
Otherwise:
Start with i5 (2500k) on a P67/Z68 (For Z68 the Asrock extreme 4 is nice) board of your choice, 8 GB ram as a "base".
From there add drives etc on top.
The Z68 chipset IS worth considering if you go for a cheaper one or don't mind using a bit of your budget on it. The Z68 + cheap, small SSD + a decent "big drive" makes for a pretty good storage setup. The intel drive controller on the Z68 boards can be setup to use an SSD as a cache (up to 64GB) so reads/writes off the big drive are generally pretty good. Regular use of the same files will see them end up on the SSD so accessed VERY quick.
If you go single drive take a look at seagate constellation drives, they're one of the fastest "basic" drives around (i.e not 10k rpm or SSD).
For the price it's worth getting a 23/24" widescreen that will do 1920x1080. You'll pay about $25/30 more than a small screen with lower res (depending what sort of panel you go for). You should definitely be able to fit it in your budget though.
