low level hunter help

hey guys, so im trying to pass the time untill 4.3, and i decided to try that low lvl hunter boe one shot one kill thing

here is my question

is it better to get the 2 daggers and put the +15 agility

or would it be better to get the ax and put the +25 agility?

im starting to think the 2 daggers would be superior, simply because i can put 2 +15 agility enchants on them

Edit: Take a closer look at the axe...it has strength not agility.
