MineCon started a few minutes ago according to the schedule. I assume any time between now and the day's last event, but probably sometime in the first 2-3 hours.
Hard to say.^ The above should be taken with two grains of salt and a fistful of "chill the F* out".

My mistake, Vegas is on Pacific time. The doors won't even open for another 50 minutes, and Notch's keynote is at 1:00PM local.
