Question about Deflection/Block

So, I am confused and I must have missed something somewhere but do +Block lessers convert to Deflection? Or was it just that most trinkets changed to "On Block or Deflection"? I just don't want to waste stones putting together a new tanking sigil for my Rogue.

Block rating does not affect Deflection at all.
The only way to get more Deflection is to boost your dexterity.
