I don't know much about this "loli" stuff myself, first time I encountered the term was reading here
But your right about not being able t have a serious debate about it, because feelings run so high into the stratosphere, its impossible to think rationally, and I think the law reflects this. Better to have a coverall law against all forms of it, and then treating cases indivually, than leaving a proverbial loophole for people to exploit (which they will otherwise).
I do think we need a LOT more research tbh, but we have done a lot since the 1980s, and still no closer to understand the causes or reason why, and we probably never will.
Also, when I say about "controlling" this, I don't mean "lock up and throw away the key" type scenarios unless a crime has been committed. I mean identifying people who may have this inclination, and giving them support or such to control their impulses. We can argue until the cows come home about whether this is morally right or not, but this isn't like other forms of sexuality, but can harm children, so needs to be observed and monitored heavily.

It is true. Those *rape* videos, are usually just fake and entirely consensual between adults legally capable of making that decision. Its mainly just acting as such.
However, a genuine video of a crime taking part is illegal to watch or hold, even if you never watch it. During Operation Ore, there were quite a few people who downloaded things, never watched them, and thought they had done nothing wrong, then were quite surprised when they were being bought up on Child Abuse charges. Obviously there are differing levels of how much the Police will get involved, they have limited resources after all, but technically, the Vice Squad would be knocking on your door if they ever found things like this.
